Qualifications
Certification
Before the Superintendent assumes duties, s/he shall provide the Board with a copy of a certificate for school superintendent issued by the Education Professional Standards Board or its legal predecessor. S/he shall hold a valid certificate throughout the period of employment.
In addition, the Superintendent shall have at least ten (10) years successful teaching and/or public school administrative experience.
Other Requirements
The Superintendent shall meet all requirements specified in statute and administrative regulations.
Duties of Superintendent
Professional Advisor
The Superintendent shall be the professional advisor to the Board. As advisor to the Board, the Superintendent shall recommend policies to the Board for its consideration and should advise and counsel the Board on all matters.
Executive Officer
The Superintendent shall be the executive officer of the District. As executive officer, the Superintendent is responsible for carrying out all policies and rules and regulations established by the Board.
Reports
The Superintendent shall report to the Board.
Specific Duties
The Superintendent shall:
- Meet with the Board on all occasions except when the tenure, salary, or administration of the duties of the office is under consideration or when excused for other valid reason;
- Abide by and enforce all relevant Kentucky Revised Statutes and regulations of the Kentucky Board of Education;
- Develop and recommend new or revised policies to the Board when needed;
- Formulate, implement, and enforce administrative rules and procedures as necessary to implement policies of the Board;
- Make appointments, promotions, transfers, and all other personnel actions involving all certified and classified personnel within authority granted by statute and regulation and at the next Board meeting notify the Board of all personnel actions taken;
- Act as professional advisor to the Board in all matters relating to public education;
- Prepare an agenda for all Board meetings at the direction of, and subject to the approval of, the Chairperson;
- Implement, interpret, execute, enforce and distribute all policies approved by the Board;
- Interpret school problems and issues to the Board and the community;
- Evaluate the total program of instruction and related services of the schools and advise the Board of identified needs and recommend solutions;
- Recommend to the Board additions, deletions, changes or other appropriate action regarding the curriculum and course of study as needed to provide the best possible program of instruction;
- Recommend to the Board, as necessary, appropriate changes in related services;
- Supervise the conduct of schools, the management of business affairs and related services of the school system and, in accordance with state law, the course of instruction, the placement and evaluation of teachers, and the discipline of students;
- Make any temporary arrangements required by emergency conditions and recommend appropriate permanent solutions for these conditions to the Board;
- Prepare and recommend to the Board a salary schedule for all certified (except Superintendent) and all classified employees;
- Prepare and recommend to the Board a comprehensive budget covering all categories of receipts and expenditures of public appropriated funds;
- Administer and supervise all expenditures of public appropriated funds in accordance with budget approved by the Board, applicable statutes, and regulations;
- Complete and file all reports as required by applicable statutes and regulations;
- Complete appropriate inventories of equipment and other assets as required for efficient and effective administration of the system;
- Provide for the proper administration, maintenance, and preservation of records of the school system;
- Develop and recommend to the Board an administrative organization designed to discharge all duties and direct the total operation of the school system in an efficient and effective manner;
- Develop and recommend to the Board job descriptions for all school employees;
- Establish and direct a comprehensive program of evaluation for all school employees designed to promote and encourage improved job performance;
- Cause all school support services to be administered in an appropriate manner and recommend changes or additions necessary to support the program of instruction;
- Represent the Board and school system in all official capacities;
- Plan and convene such meetings of school system employees as may be necessary for the efficient operation and improvement of the total program;
- Keep the Board and public informed regarding significant educational practices, trends and problems pertaining to the school system;
- Serve as an ex officio member of all committees that the Board may from time to time appoint;
- Attend state/national educational meetings and conferences and by completing such professional training as may be necessary; and
- Discharge all other such duties as may be required by the Board, by statute or regulation.
- Meet all training and continuing education requirements specified in statute and administrative regulations.
